As per Abu Dhabi Department of Health (DOH) Service Standards for Tele-counseling , licensed healthcare professionals and providers using tele-counseling services have the broad duty to develop and implement clinical and quality governance systems “to assure the integrity and credibility of and accountability for tele-counseling services” and to protect the privacy concerns of the patient and the confidentiality and security of their medical information and records at the site of patient consultation. The confidentiality, privacy and security of health data and records must comply with the requirements of DOH Healthcare Regulator Policy Manual (“Policy Manual”).
Similarly, Health Record Guidelines issued under the Dubai Health Authority, cast an obligation on Healthcare Authorities to maintain records and reports in an accurate manner either in written or electronic form. Further, it also sets out the manner for retention and destruction health records.
The UAE’s Central Bank established the Payment Systems Oversight Unit (“PSOU”) in April, 2009 to 'supervise payment systems in general and to ensure their efficiency and compliance with the comprehensive principles for financial market infrastructures (“PFMI”). The PFMI addresses legal, governance, financial, operational, business and market risks; each category of risk is defined according to a range of ‘key considerations’ which, taken as a whole, make for a very consistent and prescriptive body of standards.
Further, UAE’s Central Bank mandates that payment service provider (PSP) store and retain all user and transaction data exclusively within the borders of the UAE, (excluding UAE financial Free Zones), for a period of five (5) years from the date of the original transaction. For completeness, PSP is defined as any institution licenced or authorized to provide digital payment services under the Central Bank Regulatory Framework for Stored Values and Electronic Payment Systems 2017 and includes: Retail PSP; Micropayment PSP; Government PSP or Non issuing PSP,
