Mexican law does not expressly require appointing a Data Protection Officer. However, it does require to mention in the privacy notice the name and domicile of the person or department, who will be responsible for the collection, use and storage of the personal data, which means that any data controller has to appoint a person or department responsible for the collection, use and storage of the personal data, which should be deemed as a DPO.
