The Federal Criminal Code indeed comprise some common standards, by regulating which activities can be deemed as felonies, concerning IT Security.
The activities regulated as felonies, having impact on IT-Security, in the Federal Civil Code are the following ones:
Article 166 Bis. It is deemed as a felony to use your position in a telecommunications company to illegally and share information of the users of the said telecommunication services in an un-authorized manner. This is sanctioned with prison from 3 months and up to 10 years, and disqualification for continue rendering services as a public officer.
Article 211 bis 1. To modify, destroy or cause the lose of information contained in any computer system or equipment, protected by any security measure. Sanctioned with prison from 6 months and up to 2 years.
To copy without authorization any information contained in any computer system or equipment, protected by any security measure. Sanctioned with prison from 3 months and up to 1 year.
Article 211 bis 2. To modify, destroy or cause the lose of information contained in any computer system or equipment, protected by any security measure, and belonging to the Mexican State. Sanctioned with prison from 1 year and up to 4 years.
To access or copy without authorization any information contained in any computer system or equipment, protected by any security measure, and belonging to the Mexican State. Sanctioned with prison from 6 months and up to 2 years.
To access obtain or copy or use without authorization any information contained in any computer system, equipment or storage means, of public security. Sanctioned with prison from 4 years and up to 10 years. If the person carrying out the felony is a public officer, disqualification to any public service position from 4 to 10 years will also be imposed.
Article 211 bis 3. Being entitled to access the system or equipment; to modify, destroy or cause the lose of information contained in any computer system or equipment, protected by any security measure, and belonging to the Mexican State. Sanctioned with prison from 2 years and up to 8 years.
Being entitled to access the system or equipment; to illegally copy any information contained in any computer system or equipment, protected by any security measure, and belonging to the Mexican State. Sanctioned with prison from 1 to 4 years.
Being entitled to access the system or equipment; to illegally obtain, copy or use any information contained in any computer system, equipment or storage means, of public security. Sanctioned with prison from 4 years and up to 10 years. If the person carrying out the felony is a public officer, disqualification to any public service position from 4 to 10 years will also be imposed.

Article 211 bis 5. Sanctioned with prison from 6 months and up to 8 years.

Being entitled to access the system or equipment; to illegally obtain, copy or use any infor-mation contained in any computer system, equipment or storage means, belonging to any institution of the financial system. Sanctioned with prison from 3 months and up to 2 years.
