In practice we have noticed that although there is a principle of strict application of law concerning administrative proceedings, Mexican Courts are very opened to consider (not bound at all) the opinions of other national or foreign courts.
The case has to be fully decided on Mexican law, but the reasoning may be guided and influenced by international principles and opinions of foreign courts and experts.
