2.2 Which authorities are responsible for enforcing the regulations under 2 and 2.1? What kind of legal instruments / rights are they furnished with (fines, audit/investigation rights, etc.)?
Survey Answer:

DPA
The ICO has the same enforcement powers under the DPA as it does under PECR (see 1.3 above).
GDPR
The ICO will have similar enforcement powers under GDPR as it has under the DPR. One change is that the potential maximum of a fine under GDPR has increased to €20 million or 4% of the company’s worldwide annual turnover.
RIPA
The Secretaries of State for Defence, Foreign Affairs and the Home Office have the power to issue a warrant.
The interception offence carries a maximum two-year prison sentence and may only be prosecuted with consent of the Director of Public Prosecutions.
Anyone unintentionally intercepting communications may be fined up to £50,000 by the Communications Commissioner.
